Abstract: The present report explains investigations in connection with the utilization of coated particles in fuel elements of nuclear reactors cooled by water. This is done using the example of development work at a fuel element for the Julien research reactor FRJ-2. To provide optimum cooling of the particles, it is intended to arrange them as a packing which is directly passed through by water. In the center of the consideration problems of heat transfer and fluid flow are dealt with. By means of burn out experiments using induction heating it is demonstrated that it is possible to cool packings of spheres directly by water even at high power densities - in the present case up to 3.28 kW/cm$^{3}$ packing volume. The optimum particle diameter is close to 0.6 mm. According to the results of an endurance test mechanical abrasion of the outer Si C coating layer of the particles in a packing passed through by water is no problem. On the other hand safety problems concerning the consequence of local clogging or fracture of the packing jacket or problems concerning the emergency core cooling have to be solved.
